Rountable Summary
PAMANA Ecosystem-based Chapter representatives made presentations on the Status and Profile of Fish Wardens Based on Municipal Level, using wallcharts to present information about sanctuaries in their respective municipalities. This information was then discussed to arrive at consensus on key issues; the group then produced a list of summary recommendations to facilitate institutionalization of fish wardens. |
Day 1, July 3
SITUATIONER AND LEVELING OFF OF IDEAS
The day began with arrival, registration, invocation, introduction of participants, and welcome address.
Gonzalo Reyes, PAMANA Mindanao Regional Coordinator, explained the rationale and method of the day's activity. Objectives of Roundtable Discussion as follows:
1. Convene key MPA managers from 21 ecosystem-based chapters of PAMANA.
2. Generate Fish Warden profile within the the PAMANA member sites in terms of the #'s of active fish wardens, benefits reeived from the government, enforcement scheme, scope/ area of responsibilities, logistical support and others.
3. Generate exchange of ideas and consensus on key issues concerning the fish wardens.
4. Generate Action Plans.

The group proceeded to the main activity of the day:
"Sharing: Status and Profile of Fish Wardens Based on Municipal level." Each participant made a wallchart and presentation providing information about sanctuaries in their respective municipalities. The information included:

Amend the R.A. 7160 for Institutionalization of Fish Wardens.
Work for a contract with LGU re. enforcement.
Lobby for adoption (creation of ordinance) by LGU re. MO-033 but amend 1) educational attainment; 2) age limit; 3) conviction, instead of pending case; 4) submission of accomplishments every 2 months instead of every 6 months.
Propose to Congress for creation of marine court.
RTC (Regional Trial Courts) to be designated as special marine courts in lieu of a marine court by SC thru SO/ EO.
