Skills Enhancement on Project Proposal Development for the PAMANA Leaders to Support MPA Management

Workshop Summary:

Jose Ma. Antonio "Ton" Bringas of the Haribon Foundation provided instruction in the problem-solving methodology of Logical Framework Analysis, or LFA. Using this technique, workshop participants developed a Problem Tree relating to degradation of marine resources in the Philippines.
Components of the problem tree were then translated to an Objective Tree in which the problems were restated as objectives (restoration of marine resources in the Philippines.)
Applying a Stategy Analysis (Log Frame Matrix), the main objective became a Project Purpose (restoration of marine resources in the Philippines) and the lower-order objectives became Outputs (e.g. sustainable-use policies between conservation and utilization, etc.) and Activities (e.g. lobbying for a unified fisheries strategies.)

Day 1- Friday, July 1

OBJECTIVES
•  1. To come up with a standard guide in preparing project proposal.
•  2. To examine core problems of fish sanctuaries based either on policy advocacy of PAMANA or on local sanctuaries.
•  3. To formulate ideas useful in assisting community-based sanctuaries.

I. PROJECT CYCLE MANAGEMENT: A continuous learning process that goes through the following steps:
•  Designing the project.
•  Implementing the project.
•  Monitoring the project.
•  Asessing / evaluating the project.
•  Revising or redesigning the project.

II. DESIGNING/ PLANNING A PROJECT
•  Analyze the situation: where are we now?
•  Develop the project framework: Where do we want to go?
•  Create a strategy: How will we get there?
•  Develop Monitoring and evaluationplan.

LOGICAL FRAMEWORKS (or Log Frames) were developed in the late 1960's for project planning purposes. Today, they are widely used by funding agencies and project manangers. A Log Frame summarises the most important aspects of a project in a succinct, logical manner.

*The group decided to focus on 3. PAMANA Vision as their common problem.

PROBLEM TREE (Problem List)

Core Problem: Degradation of Marine Resources in the Philippines.

1. Conflicting policies on conservation and utilization:
•  revenue raising is priority of government
•  no proper public consultation really took place
•  refer to marginalization of fisherfolk issue

2. Flexible policy of fisheries resources on trade demands:
•  personal interest of political personalities
•  policies are influenced by international agreements
•  no political will

3. Weak implementation of fisheries laws (national and local):
•  lack of logistics of implementing agencies
•  less priority in implementing agencies
•  lack of focus of implementing agencies
•  corruption of funds for CBCRM.
•  lobbying strategies of fisher folk not enough
•  DA is biased towards agriculture sector/ terrestrial
•  there's no united fisherfolk lobbying strategies

4. Over-exploitation of marine resources (lack of sustainable development):
